		<description>Interesting story.  Evan- do you think this could be due to some sort of fraud that was happening?  Did you probe on that area?  When something seems to make no sense on the surface, one has to wonder what one does not know.  I can easily believe there&#039;s a new technology they want to implement, but I agree with the question you pose... why would they rip out the old one before the new one&#039;s ready?  Fishy.</description>
